As Celsion Finance strengthens its Risk Control Function in preparation for becoming a fully licensed digital-asset bank, we are seeking an experienced Operational Risk Manager to take ownership of our non-financial risk processes. In this hands-on role, you will help build a strong control environment, maintain a high-quality Internal Control System (ICS), and contribute to a growing risk culture across the bank.
While operational risk is at the core of the role, you will also gain exposure to broader risk areas, regulatory developments, and bank-wide projects as Celsion continues to scale.
Your Responsibilities
- Maintain, update, and enhance the risk and control registers, ensuring accuracy, completeness, and alignment with the bank’s processes and taxonomy.
- Work closely with process owners to assess control design and support effectiveness testing; document findings and ensure remediation actions are followed through.
- Monitor and coordinate risk events, including documenting impacts, supporting root-cause analysis, tracking action plans, and integrating lessons learned into updated controls and processes.
- Support the execution of risk assessments such as RCSA, BIA, outsourcing reviews, and other non-financial risk activities.
- Keep risk documentation, procedures, and policies up to date and aligned with regulatory expectations.
- Prepare documentation and materials for auditors, regulators, and internal committees, ensuring audit-ready standards within the ICS.
- Collaborate with cross-functional teams on operational, ICT, compliance, and resilience-related matters requiring risk input or review.
- Contribute to bank-wide initiatives, regulatory implementations, and new frameworks where risk and control considerations are relevant.
- Support continual improvement of risk processes, methodologies, and documentation standards as the bank evolves.
What You Offer
Required qualifications, Capabilities and Skills
- 5+ years of experience in operational risk, internal control, non-financial risk, compliance advisory, or internal audit, ideally within a bank or other regulated financial institution.
- Strong understanding of operational risk practices, risk events, controls, and internal control frameworks.
- Proven experience working with process owners to ensure controls are performed, evidenced, and effective.
- Familiarity with banking regulations and supervisory expectations (e.g., EBA, FMA, Basel principles, MiCAR, DORA).
- Excellent organisational skills and attention to detail, with the ability to manage registers, recurring tasks, and structured follow-up.
- Clear communication skills and the ability to challenge constructively across the organisation.
- Business-level German for day-to-day interactions and strong English skills for documentation.
- Valid Swiss or EU/EFTA work and residence permit.
Preferred qualifications, Capabilities and Skills
- Experience maintaining a risk register, control register, or using GRC tooling.
- Exposure to operational resilience, ICT/cyber risk, or outsourcing/vendor risk.
- Basic understanding of BI tools or reporting automation (e.g., Power BI, Excel).
- Interest in developing towards financial risk, ICT risk, or broader non-financial risk areas as the bank grows.
